Pavement Planning
Rank your parking-lot locations by condition, review recommended treatments and costs, and build a budget that funds the worst lots first.
Pavement Planning turns your parking-lot assessments into a ranked, costed plan of action. It takes the PCI (Pavement Condition Index) score from each location's assessment, ranks your locations worst-condition-first, recommends a treatment and timing for each, estimates the cost, and lets you build a budget that funds the worst lots first until the money runs out.
Everything on the Planning page is calculated from your assessment data and the rules you set in Settings, so you can tune the assumptions and watch the whole portfolio re-rank instantly.
Before you start
- Pavement Planning works from parking-lot assessments. A location needs a current PCI assessment to appear in the rankings.
- Locations without a PCI score are listed separately and excluded from rankings and budgets until they are assessed.
- If you don't see Planning in your navigation, it may not be enabled for your organization yet. Contact your administrator or Immersion Data support.
Opening Pavement Planning
From the main navigation, go to Inform → Planning. The Planning page opens with your portfolio cost summary at the top, a budget bar, and the ranked list of locations below.
Reading the portfolio cost summary
The cards across the top summarize your whole portfolio. They do not change when you filter the list below:
- Locations needing action now — locations recommended for treatment within 0–6 months. Click to filter the list to just these.
- Estimated 12-month need — the estimated cost to cover every "Now" and "Soon" recommendation. Click to start a budget pre-filled to that scope.
- Preservation candidates — locations where low-cost preventive maintenance can extend pavement life, with the estimated cost to cover them.
- Locations without PCI data — locations that have no current assessment and are excluded from rankings.
How the numbers are calculated
You can see this summary any time by selecting Methodology on the Planning page.
PCI score
Everything starts from the PCI (Pavement Condition Index) score of each location's parking-lot assessment. PCI is a 0–100 rating of pavement condition: 100 is newly built pavement with no distress, and 0 is fully failed pavement. It is calculated from a field survey that records the type, severity, and quantity of every visible distress (cracking, rutting, potholes, raveling) using the ASTM D6433 method.
Priority
Locations are ranked worst PCI first. Climate, lot size, tenure, and cost are not weighted into the rank. Ranks are computed once across every scored location in scope, so a filtered view still shows each location's true portfolio rank.
Treatment & timing
Each location's PCI is compared against your Action Rules to pick a treatment and against your Timing Rules to set a timeframe. Two locations with the same PCI always get the same treatment and timing. Both sets of rules are configurable in Settings.
Treatments, from most to least intensive:
- Replace — remove and rebuild failed pavement where its structural and functional life is largely exhausted.
- Major Rehab — a larger repair program addressing widespread distress, base failures, or drainage issues.
- Resurface — mill or prepare the existing surface and install a new asphalt layer where the base is still serviceable.
- Sealcoat — a surface-level treatment to protect aging pavement, usually with crack fill, minor patching, and re-striping.
- Preventive Maintenance — small repairs such as crack sealing and localized patching to extend pavement life.
- Monitor — no major treatment recommended; continue observation and reassess next cycle.
Timing buckets: Now (0–6 months), Soon (6–12 months), Plan (12–24 months), and Monitor.
Cost
Each treatment carries a $/sq ft rate applied to the assessed pavement area. Rates are configurable portfolio-wide in Settings and can be overridden for an individual location. The rate is a blended average for work at that level.
Owned vs. leased
Tenure (owned or leased) is a lens, not a weight. Every location is scored and ranked the same way regardless of ownership. Use the tenure filter to focus on what you fund.
PCI condition bands
Lower scores indicate more distress and higher urgency:
Filtering and reviewing locations
Use the column filters and search above the list to focus the view — by timing, treatment, tenure, the bottom 15% of PCI scores, or locations flagged for Safety/ADA concerns. Select any row to open the location drawer, where you can review the assessment detail, see the recommended treatment and timing, and adjust location-level settings such as a per-location cost override.
A location can have more than one pavement area assessed separately (for example, a main lot, a side lot, and a drive lane). Each area is ranked on its own.
Building a budget
Use the Budget planner bar to turn the rankings into a funded plan.
- Select Create a budget.
- Enter a budget amount and choose how it should fund locations.
- Phygii funds locations worst PCI first until the money runs out. Only locations with a condition score and a costed treatment can be funded — locations with no assessment, or a Monitor recommendation with no cost, are excluded rather than counted as funded.
- Save the budget to keep it. You can save several budgets and Load a budget to compare scenarios.
When a budget is active, the list filters to the funded locations and the bar shows how many of the fundable lots the budget covers and how many are not funded. Select Clear to return to the full list, or Edit budget to change the amount or funding strategy.
Budgets stay current with your data. If you change your Settings, a cost override, or a new assessment comes in, your saved budgets automatically recompute so the funded set always reflects your latest inputs.
Customizing calculations
Select Customize calculations on the Planning page to open your organization's planning Settings, where you can edit the unit rates, Action Rules, and Timing Rules that drive treatments, timing, and cost. Changes re-rank the whole portfolio immediately.
Please note: Recommendations and costs are planning estimates based on your configured assumptions. Final scope and pricing should be validated by a pavement professional.
